Tom Seth Smith
President and CEO

A graduate of Oklahoma State University, Tom Seth Smith has over 25 years of experience in economic development. He is in his 18th year as President and CEO of REI. Tom has been recognized at the state and national levels for his leadership and visionary abilities. Smith is an IEDC Certified Community and Economic Development Professional, regional vice chair of The State Chamber, and member of the Eastern Oklahoma State College Development Foundation. He also serves as Chairman of the Board for REI New Markets Investment, LLC.
Kenny L. Simpson

An accounting major and graduate of Southeastern Oklahoma State University, Durant, Kenny Simpson has over 25 years of finance experience, including 17 years with REI. As Executive Vice President, Kenny is responsible for the day-to-day operations of REI. Kenny serves on the board of directors for the New Markets Tax Credit Coalition (NMTCC), and is a member of the Governor’s International Team and Oklahoma Economic Development Council. Kenny also serves as President of REI New Markets Investment, LLC.
Sherry Harlin

In her 27th year with REI, Sherry Harlin directs REI's Business Development Division. The Division includes the Incubator Program, Housing Programs, Equipment Lease/Purchase Program, NABEC, International Trade Assistance, including FTZ #227 and the Women's Business Center. Sherry is a Certified Economic Development and Housing Development Finance Professional. Prior to assuming her current position as Business Development Director, she served as REI's Financial Services Director during which time she received SBA's Financial Services Advocate of the Year award. Sherry currently serves on the Board of Directors for the Oklahoma Community Institute and the National Business Incubation Association.
Debbie Partin

Since Debbie Partin joined REI in 1992, she has been assisting Oklahoma entrepreneurs with their business financing needs. Debbie attended Southeastern Oklahoma State University and graduated from Cameron University, Lawton with a B.A. in Business Administration. She currently serves REI as Financial Services Director, is a Certified Economic Development Finance Professional and was awarded SBA's Financial Services Advocate of the Year award. Debbie also serves on the NADCO Board of Directors and as Executive Vice President of REI New Markets Investment, LLC.
Lori Hill
Administrative Services Director

Lori Hill joined REI in 2002 as an accountant and assumed the accounting/contracts manager position in 2003. She was named Administrative Services Director in 2005. In addition to her responsibilities related to financial statement preparation, Lori is also responsible for management of the marketing and administrative areas. Lori is licensed as a CPA in Oklahoma, graduated from Southeastern Oklahoma State University in 1998 with a bachelor’s degree in accounting and earned a master of Business Administration degree 2002. She has over 11 years of non-profit accounting experience. Lori also serves as secretary/treasurer for REI New Markets Investment, LLC.
